Vietnam implements digital ID and VNeID social security reforms

Vietnam is implementing significant administrative reforms regarding social security and digital identity. Starting September 1, 2026, personal identification numbers and citizen ID cards will replace social security codes. Local authorities, such as Khanh Hoa Social Security, are currently standardizing data to facilitate this transition without disrupting citizen benefits.

New regulations effective September 28, 2026, allow citizens to establish social security accounts on the VNeID app. This enables the digital receipt of pensions, social welfare, and other legal funds via linked bank accounts, e-wallets, or mobile money. While the government encourages this digital method, it remains optional; those without digital accounts can continue receiving payments through existing traditional methods.

Additionally, new policies starting September 1, 2026, allow for the integrated issuance of citizen ID cards for children under six years old during the birth registration process.

Regarding the September 2026 holiday period, several regions have adjusted pension payment schedules. In Ho Chi Minh City, bank transfers for pension recipients will occur on September 3, while cash payments via post offices will be handled between September 10 and September 23. VIB has also advised customers with savings accounts maturing during the National Day holiday that they can settle accounts on September 3, 2026, to receive interest based on actual deposit days.
