Zoran Ribicic found to have used fake qualifications in NSW Health role

The Independent Commission Against Corruption (ICAC) has released findings from Operation Tivoli, revealing that Zoran Ribicic, a former director of engineering and asset management for the Illawarra Shoalhaven Local Health District, engaged in serious corrupt conduct by fabricating his qualifications for over a decade.

Between 2012 and 2025, Ribicic used false credentials to secure positions at several public-sector organizations, including Transport for NSW, the Illawarra Shoalhaven Local Health District, the Port Authority of NSW, and Penrith City Council. These organizations failed to verify his claims. Ribicic falsely asserted he held a master's degree in project management from the University of Adelaide, a doctorate in business administration from the Atlanta College of Liberal Arts and Sciences, and a TAFE diploma of civil engineering.

While Ribicic obtained a legitimate MBA from Central Queensland University in 2023, TAFE records indicated he had previously withdrawn from diploma studies twice without graduating. Investigations uncovered a forged TAFE diploma from 2002, which Ribicic admitted to purchasing. Additionally, the commission found he awarded work to his sister's company.
