Zwartewaterland Sets Asylum Centre Criteria as Dutch Minister Warns Municipalities of Forced Housing

The municipality of Zwartewaterland, responsible under the Dutch "Spreidingswet" to provide asylum accommodation, has missed the statutory deadline of 1 July 2025. The college of mayor and aldermen will present the council with a set of criteria for selecting a site, will map potential locations later this year and aims to make a final decision in the first quarter of 2027. A resident survey revealed concerns about safety, housing shortage and environmental impact; the criteria must also respect technical limits such as electricity‑grid congestion and nitrogen‑emission caps.

At the national level, Justice Minister Dilan Yeşilgöz Van den Brink has written to municipalities that have not or cannot provide asylum places, warning that the cabinet may resort to coercive measures to enforce the legal duty. She highlighted the continued overload at the Ter Apel reception centre, where the COA has introduced controlled access and stopped admitting single men. Van den Brink reiterated that the dispersion law is the structural solution and that non‑responsive municipalities could be compelled to take in asylum seekers.
