The 12th BRICS Parliamentary Forum commenced on October 26 at the Samvidhan Sadan in New Delhi. Chaired by Lok Sabha Speaker Om Birla, the two-day event is themed ‘Strengthening Parliaments for People-Centric Development’. The forum gathers parliamentary leaders from 11 BRICS member nations and 10 partner countries to address parliamentary resilience, sustainability, and the impact of digital technologies and artificial intelligence. Prime Minister Narendra Modi is participating in the forum and is scheduled to meet with various heads of delegations. During the proceedings, Speaker Om Birla opened the sessions by emphasizing a shared commitment to democratic values and the increasing global influence of BRICS. On the sidelines of the forum, Speaker Birla has engaged in several high-level bilateral meetings. Discussions with Russian State Duma Speaker Vyacheslav Volodin focused on deepening the India–Russia Special and Privileged Strategic Partnership, enhancing institutional engagement, and coordinating efforts to combat global terrorism. Additionally, meetings with a Cuban delegation addressed parliamentary exchanges and health cooperation, while also addressing the impact of economic sanctions on Cuba. While Iranian Parliament Speaker Mohammad Bagher Ghalibaf is unable to attend due to ‘unforeseen circumstances’, the Iranian Embassy in India has confirmed that an official parliamentary delegation from Tehran will participate to maintain the nation’s commitment to BRICS cooperation and multilateral relations. During the sessions, Speaker Om Birla called on member nations to champion ‘ethical, transparent, and human-centric technology’. He emphasized that BRICS nations have a collective responsibility to ensure technology includes ‘paramount human oversight’ while safeguarding parliamentary sovereignty. Birla also highlighted India’s digital advancements, specifically the use of the National e-Vidhan Application (NeVA) for paperless governance, and urged parliaments to act as bridges of understanding to address regional conflicts, economic instability, and climate change.
