Sikkim Hydropower Tunnel Collapse and NGT Investigation
Overview
On July 20, 2026, a tunnel under construction for the NHPC Teesta Stage VI hydro-electric project in Namchi district, Sikkim, collapsed after a suspected methane-gas explosion triggered a landslide. Initial reports indicated that 22 bodies had been recovered from the 25 workers trapped inside, with rescue teams warning that additional victims might remain in water-logged, toxic conditions.
A few days later, authorities confirmed that all 25 workers were dead. Rescue operations by the National Disaster Response Force, state disaster teams and Sikkim police concluded after 72 hours of effort, and ex-gratia payments were announced for the victims’ families. The incident has spurred renewed scrutiny of safety standards for large-scale hydropower projects in India’s mountainous regions.
In August, the National Green Tribunal (NGT) initiated proceedings following the deaths. Internal NHPC documents suggest the company had been aware of methane risks at the site since at least January, when a leakage caused burn injuries to workers. Despite this, documents indicate the company lacked adequate infrastructure to manage methane at the time of the July disaster; tenders for monitoring, ventilation, and gas detection equipment were only floated in June and July.
The NGT has directed the Namchi district administration and pollution control boards to file responses regarding the circumstances of the deaths. The tribunal is also investigating potential environmental violations, including illegal tree felling in forest areas. The case has been transferred to the NGT’s Eastern Zonal Bench in Kolkata for a hearing on September 3.
