Ukrainian intelligence assessments indicate that Russia intends to continue military operations through at least the end of 2026 to achieve territorial goals, such as the full occupation of the Donetsk region. Officials warned of potential intensified attacks on energy, logistics, and defense infrastructure, specifically noting the use of specialized drones designed to target high-voltage power lines. Russian President Vladimir Putin has reinforced this stance, signaling a readiness to proceed with the conflict regardless of economic losses or the military situation. Speaking at the Eastern Economic Forum, Putin stated that a peaceful settlement remains possible, provided any lasting agreement is reached primarily between Russia and Ukraine. He expressed gratitude to international actors, such as China, that support a peaceful resolution and acknowledged ongoing contacts with the United States regarding potential mediation efforts. Despite this, Putin characterized certain Ukrainian actions, including threats against civilian aircraft and attacks on commercial shipping, as ‘state terrorism,’ which he claims complicates bilateral peace talks. He noted that communication between the two nations continues to occur mainly through intelligence services. Putin also clarified that Russia has refrained from striking Ukraine’s political leadership, stating that Moscow requires officials with whom it can eventually negotiate. Recent assessments from Oleh Ivaschenko, head of Ukrainian military intelligence, suggest Russia may possess sufficient resources to continue the war through 2027 or 2028. While Ivaschenko noted that Russia’s contract-based recruitment model is nearing exhaustion due to economic pressures and high casualties, he estimated daily Russian losses—including killed and seriously wounded—at between 1,200 and 1,500 personnel. On the battlefield, President Volodymyr Zelenskyy reported Ukrainian drone strikes against Russian oil refineries in the Ryazan, Perm, and Tatarstan regions, as well as a railway bridge and drone storage in the Kursk region.
