The Constitutional Court of Bosnia and Herzegovina has ruled that lobbying contracts entered into by the Government of Republika Srpska are unconstitutional. The court specifically prohibited the use of public funds to finance activities aimed at undermining the state’s sovereignty or territorial integrity, targeting contracts where the stated objective was the “independence of Republika Srpska.”

A primary focus of the ruling involves a consulting contract between the Republika Srpska Representative Office in Vienna and the Canadian firm Dickens & Madson Canada Inc. The court identified approximately 49 million KM from the 2025 budget and 15 million KM from the 2026 budget as being allocated unconstitutionally for these purposes.

Political leaders within Republika Srpska have strongly contested the decision. Milorad Dodik, leader of the SNSD, characterized the ruling as a “Sarajevo assault” and a “Sarajevo plot” intended to control entity finances. Nenad Stevandić, President of the RS National Assembly, described the decision as “schizophrenic” and accused foreign judges on the court of inciting war. Legal experts have noted that the decision follows a period of heightened tension regarding the authority of the High Representative and the constitutional standing of the entity.
