Vietnam has introduced several new administrative regulations and policies. Initial guidance focused on banking and residency, warning that customers may face restrictions on online transfers, payments, or withdrawals if they fail to complete biometric authentication or use expired identification. Under Circular No. 87/2026/TT-BCA, property owners or legal representatives are responsible for declaring the temporary residence of foreign guests. New regulations effective November late 2026 impact multiple sectors. In education, Decree 353/2026/ND-CP 353/2026/ND-CP, effective November 1, mandates compulsory education for children aged 6 to 14 and 11 to 18, alongside preschool universalization for ages 5 to 6. Further educational changes include new regulations for scholarship selection in basic sciences, effective November 10, 2026, which prohibit the use of priority points in calculations. New circulars also prohibit parent associations from collecting, receiving, or managing support funds, requiring voluntary contributions to be made through the direct provision of goods or payments to service providers. In the business and security sectors, Decree 392/2026/ND-CP requires security and order plans for ten specific industries, including casino operations, fireworks, and lodging services. Administrative penalties for lottery business violations for organizations can reach 200 million VND, while new penalties for the illegal buying, selling, or renting of payment accounts, enforced from February 9, 2026, can reach 150 million VND. Data protection under Decree 363/2026/ND-CP introduces fines for the unauthorized collection of sensitive information. Governance updates include new standards for official vehicles for high-ranking state leaders, which allow five specific leadership positions to continue using designated vehicles after retirement. Additionally, regarding fire safety, administrative procedures for fire prevention and fighting inspections will be abolished starting July 1, 2026. Management will shift from pre-inspection to post-inspection to reduce costs for businesses, though owners remain legally responsible for maintaining safety standards.
