SS United States artificial reef project and legal challenge
Overview
The historic SS United States, a 990 foot ocean liner known as ‘America’s Flagship’, is scheduled to be intentionally sunk in the Gulf of Mexico to create the world’s largest artificial reef. Following decades of being docked in Philadelphia and undergoing environmental remediation in Mobile, Alabama, the vessel is slated for deployment on November 12, 2026, approximately 22 nautical miles southwest of Destin-Fort Walton Beach, Florida.
Okaloosa County, Florida, purchased the vessel from the SS United States Conservancy to facilitate the transformation. The project aims to provide a substrate for coral, algae, and marine life in an area where the seabed is primarily sandy. Once settled, the wreck will lie at a depth of approximately 55 meters, with the upper deck roughly 17 to 18 meters below the surface. Officials expect the structure to attract species such as tuna, mackerel, and snapper, while serving as a major destination for scuba diving and tourism.
A sendoff ceremony is planned for November 11, 2026.
However, the SS United States Preservation Foundation has filed an emergency motion for a temporary restraining order in U.S. District Court for the Northern District of Florida to prevent the sinking. The lawsuit names the U.S. Army Corps of Engineers, the Acting Secretary of the Navy, and Okaloosa County as defendants. The foundation alleges that the project was approved without sufficient examination of environmental risks or compliance with historic preservation requirements, specifically claiming the ship’s hull contains toxic hexavalent chromium. Okaloosa County maintains that all state and federal guidelines were followed during the preparation process.
