Data from Portugal’s Directorate-General for Health (DGS) indicates that voluntary abortions stabilized in 2025, with 18,239 procedures recorded. A significant trend noted in the report is the rising number of abortions performed by foreign nationals, which increased from 3,567 in 2021 to 8,059 in 2025. Foreign women accounted for more than 44% of abortions performed by choice. The most represented nationalities among those seeking these services were Angolan (20.9%), Brazilian (19.7%), and Cape Verdean (14.6%). In response, the DGS has called for healthcare services to be more inclusive and adapted to linguistic, social, and cultural diversity to address barriers to reproductive health care. Recent reports have updated the 2025 termination figure to 18,869. Alongside these trends, the National Council for Medically Assisted Procreation (CNPMA) reported that over 43,000 children have been born in Portugal via assisted procreation techniques. While the number of these treatments has increased by 300% over the last 15 years, the public sector faces significant challenges, including waiting lists of approximately four years for access to gametes through the Public Gamete Bank.
