Since early July 2026, the Abyan Governorate has rolled out a series of development projects under Governor Dr. Mukhtar al‑Khadir al‑Rabbash. A coordination council was created to streamline initiatives, followed by the inauguration of a land‑compensation programme in Al‑Ilm, Khanafir district. On 28 July, the governor inaugurated the first phase of distributing land compensation to citizens holding contracts from the early 1990s, aiming to resolve a three-decade-old dispute. He emphasized that the local authority would “start with the simple citizen before the investor.” Infrastructure efforts have expanded to include maintenance of flood channels and agricultural dams in the Khunf area, specifically the Maharia channel and Hija dam, to boost agricultural output. The governor also laid foundation stones for a new road segment, a water‑supply scheme for Sirar, and a solar‑powered water system for Zaghur in Rusud. On 1 August, he inaugurated a rainwater drainage system on the Watan‑Dhoba‑Rused road to protect the highway from flood damage. In late August, the governor met with political party leadership to discuss strengthening partnerships to address service needs and developmental requirements. On 12 September, Governor al-Rabash, who also serves as Commander of the Abyan Military Axis, conducted field inspections of military fronts, including the Tharah front and the Amhalhal site. He ordered increased security readiness and enhanced coordination between military and security agencies to counter threats from Houthi militias, stating that the “national struggle will continue until the Houthi militias are defeated.” By 14 September, the governorate reported a new wave of internal displacement, with families arriving from Al-Mukha, Taiz, Al-Hudaydah, and Al-Bayda. Sheikh Nasser Abdullah Al-Mansari of the Executive Unit for IDPs Affairs noted that preparatory measures are in place, though he issued an urgent plea for international humanitarian agencies to provide health and psychological services.
