Administrative leadership in DRC and Senegal

In the Democratic Republic of the Congo, Ted Beleshayi Kasanda, Director General of the Authority for the Regulation of Subcontracting in the Private Sector (ARSP), presented a 100-day progress report in Kinshasa. Appointed by President Félix-Antoine Tshisekedi Tshilombo, Beleshayi has focused on modernizing the institution through administrative reforms, including the digitalization of procedures, the deployment of electronic declarations, and improved data management. His mandate aims to reduce bureaucracy, rationalize expenditures through audits, and promote Congolese entrepreneurship.

In Senegal, Cheikh Issa Sall has officially assumed his role as Director General of the Agency for the Construction of Public Buildings and Edifices (ACBEP). During a meeting in Dakar, Sall expressed his commitment to transforming the agency into a “high-performance tool for the state.” The ACBEP is responsible for the construction and rehabilitation of critical public infrastructure, including administrative, educational, and health buildings, across the country. Sall’s leadership will focus on administrative efficiency and strengthening internal governance to ensure the quality and durability of public works.
