Italy’s Communications Authority, Agcom, has taken significant regulatory steps regarding secondary ticketing practices. The authority launched an investigation into illegal resale activities following a complaint by the consumer association Codacons. The inquiry focuses on Oasis concerts scheduled for July 2027 in Rome, where tickets were reportedly being resold for up to 10,000 euros, representing a markup of over 1,400 percent compared to official prices. Agcom is conducting preliminary inquiries to identify conduct likely linked to illicit secondary ticketing under Italian anti-scalping laws. The investigation aims to determine responsibilities and may lead to administrative sanctions ranging from 5,000 to 180,000 euros, or the direct blocking of offending websites. In a separate enforcement action, Agcom ordered telecommunications operators to block access to the platform Viagogo.it within Italy. This measure was triggered by the company’s failure to pay approximately 53.4 million euros in unpaid, non-contestable sanctions and fines issued between 2020 and 2024. This marks the first time this specific procedure has been applied to a secondary ticketing site. Agcom Commissioner Massimiliano Capitanio stated that the blocking procedure, enabled by the 2025 Bollette decree, serves to reinforce the principle that digital and cross-border companies must respect national laws.
