The report suggests that procurement processes may inadvertently prioritize tools that are easy to approve through cybersecurity and compliance reviews over those that provide superior business capabilities. This tendency toward selecting pre-packaged agents that minimize friction can lead to performance limitations and vendor lock-in. To address these risks, the Institute recommends calibrating AI controls to specific use cases and monitoring technical failures to identify performance or data issues.
