Alaska oil and gas permitting streamlining

The U.S. Department of the Interior and the Bureau of Land Management are working to streamline oil and gas permitting within the National Petroleum Reserve-Alaska (NPR-A). To accelerate energy development in the Arctic, officials are preparing to implement a “categorical exclusion” under the National Environmental Policy Act.

This proposed rule would allow certain activities, such as seismic surveys and exploratory drilling, to proceed without project-specific environmental reviews. The Bureau of Land Management intends to replace case-by-case assessments with a standardized process for repeatable activities, suggesting that existing data from the last two decades provides sufficient analysis. Under this framework, qualifying projects could receive decisions in as little as 60 days.

While the administration aims to create a more “efficient, predictable, and effective process,” environmental groups have expressed concerns regarding potential impacts on wildlife, specifically the disturbance of caribou and polar bears. The initiative follows an executive order to expand resource development on Alaska’s North Slope and a petition from the Alaska Oil and Gas Association for a more uniform approval process.
