Albania’s justice reform and the Special Anti-Corruption and Organized Crime Structure (SPAK) have come under intense scrutiny following allegations of political interference and procedural flaws. Initial criticisms focused on the conduct of special prosecutors and judges, with concerns that judicial decisions are being made without the presence of involved parties. Journalist Artan Hoxha argued that anti-corruption efforts should prioritize the seizure of illicitly gained assets rather than just arrests, alleging that Prime Minister Edi Rama has provided protection to former Deputy Prime Minister Belinda Balluku. This scrutiny intensified as former Deputy Prime Minister Arben Ahmetaj accused segments of SPAK of overturning the constitutional order through “pseudo-justice.” Legal actions have expanded through the ‘AKSHI’ investigation, targeting high-ranking security officials. As part of this operation, the Special Court placed Vlora Hyseni, the Director of the State Intelligence Service (SHISH), under house arrest and suspended her from duty. Hyseni is suspected of ‘supporting a criminal authority’ and ‘disclosure of state secrets’ regarding her alleged role in aiding businessman Ergys Agasi. Prosecutors allege Hyseni and Agasi engaged in 70 phone calls while Agasi was a fugitive, and authorities have seized nine documents suspected of being leaked from SHISH. Hyseni has appealed her house arrest and denies all allegations. New developments in the investigation reveal that Ergys Agasi, a former Ministry of Environment official, is accused by SPAK of leading a structured criminal group. This group allegedly utilized corruption and kidnapping to manipulate public tenders, specifically those involving the National Agency for Information Society (AKSHI). Furthermore, former Deputy Prime Minister Arben Ahmetaj has alleged that Agasi acted as a “coordinator” between Prime Minister Edi Rama’s government and organized crime groups, a claim both Agasi and Rama have denied. Additionally, former State Police Director Ilir Proda is being questioned regarding the circumstances of Agasi’s escape and suspected protection.
