The Albanian State Cadastre Agency (ASHK) has established procedures for citizens to register ownership of properties, including houses, yards, and functional plots built before 1991. This process is facilitated through the e-Albania portal, where applicants can select specific services for ownership transfer via administrative acts, court decisions, or law. The digital application process includes the issuance of ownership certificates and cadastral map fragments, with payments manageable through online platforms, the Albanian Post, or banks. In practice, the agency is actively implementing these legalization efforts for informal constructions, specifically within the Korçë County. In the Leskovik and Vithkuq areas, the verification and administrative treatment of pre-1991 structures are reaching final stages. In Leskovik, 150 objects were identified between January and June, with many currently undergoing documentation or final review. In Vithkuq, approximately 172 practices have been completed. Meanwhile, in the Pustec Municipality, certain zones require additional verification due to special legal statuses and protection regimes. Expanding its field operations, the agency has launched a new procedure to address residential properties lacking official documentation, starting in Palasa. Specialized mobile teams will conduct door-to-door verifications for one week, performing on-site measurements and record verifications. General Director Lorena Goxhobelli stated that specialists will visit every home, regardless of whether owners have previously applied for documentation. For cases meeting legal criteria, decisions will be communicated via the e-Albania platform. To maintain transparency, further streamline administration, the agency will publish Albanian government is proposing a major reorganization through a new draft law. This reform aims to merge the status of all processed homes, noting whether decisions were issued, if additional documents like inheritance certificates are required, or if cases were incomplete due ASHK with the Property Treatment Agency (ATP) to lack of access. form the State Property Agency (ASHP). The merger is intended to eliminate legal gaps and administrative delays caused by fragmented competencies.
