Alberta data centre regulation and development debate

Political debate has emerged in Alberta regarding the regulation and resource impact of large-scale data centre developments. NDP Leader Naheed Nenshi criticized the provincial government’s lack of oversight, describing the current regulatory environment as a “Wild West free-for-all.” Nenshi highlighted concerns over massive water and electricity consumption, arguing that these projects should undergo environmental assessments rather than being exempt to reduce red tape.

In response, Premier Danielle Smith maintained that data centres will remain 100 per cent private projects without taxpayer subsidies or grants.

Following these regulatory concerns, the Alberta Utilities Commission (AUC) rejected a specific proposal by Synapse Real Estate Corp. to construct a natural gas-fired power plant intended to support a $10 billion data centre complex in Olds. The plant was designed to provide 1.4 gigawatts of power to the two-million-square-foot facility.

The AUC determined the site was “not suitable for the proposed development” because it was “too close to the surrounding community.” Regulators noted the developer failed to provide a “compelling justification” for placing the facility near residential areas, shops, and hotels, with some properties located within 30 metres of the project boundary. Local residents raised concerns regarding noise, pollution, safety, and potential strain on emergency services.

Despite the rejection, Synapse Data Centre Inc. CEO Jason van Gaal stated the company remains committed to Alberta due to its energy strengths and AI infrastructure demand. Alberta’s Minister of Technology and Innovation, Nate Glubish, noted the decision demonstrates the regulatory system's ability to vet large-scale projects for community compatibility.
