Serbian President Aleksandar Vučić has increasingly focused his rhetoric on foreign influence and domestic political challenges. In late September, Vučić defended Serbia’s national development, citing infrastructure projects as evidence of growth and alleging that negative campaigns are fueled by foreign influence. By early October, Vučić expanded his criticisms of domestic entities and regional actors, including sharp rhetoric directed at Shaip Kamberi, a deputy representing the Preševo Valley. Tensions escalated on October 9 when Serbian authorities denied entry to a Kosovo delegation, including three MPs and the Kosovo Ambassador, at the Depcë border crossing. The group intended to offer condolences to Preševo Mayor Ardita Sinani following her father’s death. Sinani described the refusal as a ‘political act of discrimination against Albanians.’ Following this incident, Kosovo officials issued further condemnations regarding Serbian territorial rhetoric. Foreign Minister Glauk Konjufca stated that Serbia is demonstrating renewed territorial ambitions, specifically citing Deputy PM Ivica Dačić’s claim at an election rally that the Serbian flag would ‘sooner or later fly over Prizren.’ Additional tensions arose following the public appearance of Milan Radoicic—an individual wanted by Interpol in connection with the September 2023 Banjska attack—at a Serbian Progressive Party rally in Kragujevac alongside Danilo Vučić. The Kosovo government stated this appearance serves as evidence that the Banjska attack was planned and organized by the Serbian state. Concerns have since expanded to include the rights of ethnic Albanians in the Preševo, Bujanovac, and Medvegja regions. In response, Kosovo Prime Minister Albin Kurti met with the OSCE High Commissioner to demand improved protection and rights for these communities. Albanian political representatives, including Shaip Kamberi, have further raised concerns regarding the potential obstruction of diaspora voting rights and the political influence of the Albanian coalition in upcoming elections.
