The AADL 3 social housing program in Algeria is moving through various stages of development and implementation. Initial efforts focused on regional expansion, including a call for tenders for 1,800 units in Khenchela and the identification of 5,200 units across five communes in Tizi Ouzou. While some regions reported a “fragile start” during the preparatory phase, national work has commenced on 146,640 units. As the program progresses, the Ministry of Housing, Urbanism, and City has announced that payment orders for the second installment of the rental-purchase program will be issued shortly. To assist households, officials are considering splitting this installment into two payments. With over 1.4 million subscribers registered, the government plans to launch an additional 300,000 housing units nationwide. The first deliveries of completed units are scheduled for November 1, 2026, with construction already reported in provinces such as Mascara, M’Sila, Ouargla, Oum El Bouaghi, and Mila. Recent updates indicate that Minister Mohamed Tarek Belaribi expects payment orders for the second installment to be available within 48 hours. While 200,000 units are currently under construction, approximately 1,150 AADL 3 units are specifically scheduled for delivery on November 1, distributed across Bordj Bou Arréridj (150), Chelghoum Laïd (400), and Oum El Bouaghi (600). However, the national housing landscape shows mixed results. In Annaba province, a 500 LPA subsidized promotional housing project in the Draa Errich new city has reached a standstill. Beneficiaries have submitted an urgent petition to the Wali of Annaba following an eight-month delay, citing concerns over construction company disputes, beneficiary list finalization, or insufficient cash flow within the National Agency for the Improvement and Development of Housing (AADL). Looking toward future expansion, Minister Belaribi announced that the 2027 Finance Bill includes the registration of 545,000 housing units.
