Algerian military leadership has identified the stability of the Sahel region as a fundamental priority for Algeria’s national security. General Saïd Chanegriha, Chief of Staff of the Algerian People's National Army, stated that the security of neighboring nations is a “natural extension” of Algeria’s own security and emphasized that Algeria acts as a partner rather than an external actor. To address terrorism and extremism, Algeria is pursuing a strategy that links security with economic and developmental support. This includes launching structural projects to strengthen shared infrastructure, such as the construction of a 240-bed university military hospital in Tindouf. Following high-level meetings between General Chanegriha and Niger’s Minister of National Defense, General Salifou Modi, the two nations signed a military cooperation protocol in Algiers on October 21, 2026. This development follows a period of tension, including an August 2026 incident where Algeria deployed Sukhoi Su-30 fighter jets to Niger in response to unrest in Niamey. On October 24, 2026, the Council of the Nation, the upper house of the Algerian parliament, unanimously approved a presidential decree to deploy military units to Niger. Following a request from President Abdelmadjid Tebboune, this decision marks Algeria’s first foreign military deployment since the 1973 war. Under Article 91 of the 2020 Constitution, the deployment requires a two-thirds majority vote from both chambers; The National People's Assembly, the lower house, subsequently provided its approval, fulfilling the National People's Assembly, is expected to hold a separate session to vote on two-thirds majority requirement mandated by Article 91 of the matter. 2020 Constitution. The deployed units are tasked with securing oil and energy infrastructure, specifically projects managed by the state energy company Sonatrach through its international arm, SIPEX. Key interests include the Keffra oil field in northern Niger, which holds an estimated 2.5 billion barrels of resources. resources, and the Trans-Saharan Gas Pipeline project. Foreign Minister Ahmed Attaf has characterized the mission as a limited, defensive operation responsive to a request from Nigerien authorities.
