Resident doctors in Andhra Pradesh, represented by the Andhra Pradesh Junior Doctors’ Association (APJUDA), initiated a strike to demand a 30 per cent increase in stipends. The association rejected a 3 per cent government offer as “unacceptable” and also expressed opposition to MSc and PhD recruitments and a proposal to raise the retirement age to 65 years. Initially, the agitation involved the withdrawal of interns, junior residents, postgraduates, and senior residents from all non-emergency services, while maintaining minimum staffing for critical care. During the second phase of the protest, doctors conducted a voluntary relay hunger strike. Following the government’s failure to provide a written commitment regarding stipend revisions, the strike escalated on August 17. Approximately 9,000 medical professionals across 19 government medical colleges expanded the boycott to include emergency services, such as intensive care units, casualty wards, and labour rooms. The strike concluded following intervention by the High Court during a Public Interest Litigation hearing. Chief Justice Lisa Gill and Justice Challa Gunaranjan noted that while doctors have the right to express grievances, withdrawing from duty could not be justified as it put patient lives at risk. The court directed the state government to reach a decision on the doctors' legitimate demands, specifically regarding stipend revisions, within two weeks. In response to the court, the Advocate General informed that a committee has been formed to discuss the issue. The government has since proposed a 10 per cent increase for house surgeons and a 3 per cent annual increase for postgraduate residents and super-speciality doctors. Health Minister Satya Kumar Yadav also criticized the previous administration, claiming a 2022 memo had limited stipend increases to 3-4 per cent annually.
