Andorra has officially signed the association agreement with the European Union in Brussels, marking a major milestone in its long-term integration process. This follows decades of gradual economic ties, beginning with the 1990 commercial agreement that established a customs union for industrial products. The signing has triggered domestic opposition. A protest is scheduled at the General Council square, driven by a movement that originated via a Change.org petition. Supported by various unions and political entities, protesters are demanding an immediate public referendum. They argue that a citizen consultation must occur before the European Parliament’s ratification to ensure the decision-making process remains free and that the final result is respected. In recent developments, the European Commission has signed the Association Agreement with both Andorra and San Marino. This framework grants access to the EU Internal Market and facilitates cooperation in research, innovation, education, social policy, and environmental protection. While updated monetary agreements were signed to ensure legal certainty regarding the use of the euro, the agreement is not yet in effect. It requires consent from the European Parliament and ratification in Andorra, where the process may include a binding referendum. Specific transitional measures have been included to respect the unique characteristics of the partners, such as a 30-year exclusion for tobacco from free circulation in Andorra and a 15-year adaptation period for its banking sector. Integration into financial services will occur gradually, contingent upon assessments of regulatory and supervisory robustness. Concurrently, Head of Government Xavier Espot confirmed that technical negotiations are ongoing with France and Spain regarding a border management agreement. Espot described these as “important details” involving bureaucratic adaptations, such as criminal record filtering and security assessments for new non-EU residents. Separately, the government intends to pass legislation to decriminalize abortion, aiming to end the criminalization of women while maintaining sovereignty and respecting the institutional boundaries of the Episcopal Co-Prince.
