Angolan climate displacement into Namibia

Overview

Severe drought and food shortages in southern Angola—specifically in the Cunene, Huíla, and Namibe provinces—have triggered a humanitarian crisis, driving thousands of people, primarily women and children, to migrate into Namibia in search of water and food.

Amnesty International has reported that these climate-displaced populations face significant human rights risks. Because many migrants enter through informal crossings without documentation, they lack legal rights to work or long-term residency. This vulnerability leaves them susceptible to arrest, detention, and deportation, which often prevents them from accessing essential services like healthcare.

In a report titled ‘The Drier It Gets The Longer You Have To Walk, The Deeper You Have To Dig’, Tigere Chagutah, Amnesty International’s Regional Director for East and Southern Africa, described the situation as a ‘human rights crisis that demands international solidarity’. The organization is calling for Namibian authorities to adopt a rights-based approach to migration to ensure displaced persons can access registration and legal protection.
