The Angolan judicial system has experienced a period of administrative transition followed by significant instability. Initially, the Superior Council of the Judicial Magistracy (CSMJ) appointed new presidents for several district courts and the Luanda Court of Appeal, with CSMJ President Norberto Sodré João calling for improved efficiency, oversight, and the reduction of procedural delays. However, this period of reorganization was quickly met by labor disputes and corruption allegations. The Union of Court Officers of Angola (SOJA) announced a strike scheduled for September 24 to protest delays in worker compensation and the management of the Cofre Geral de Justiça (CGJ). Concurrently, the CSMJ suspended the president of the Luanda District Court, Emílio S. Ferreira Mesquita, pending disciplinary proceedings related to allegations of corruption, influence peddling, and fictitious contracts. Magistrate António Moisés was appointed to serve as the interim president of the court. Adding to the systemic instability, the CSMJ recently announced the annulment of a public recruitment process intended to fill 500 positions for roles such as clerks and bailiffs. The decision followed the detection of irregularities that “compromised the legality and transparency of the selection process” among more than 20,000 applicants. To restore credibility, the CSMJ plenary resolved to launch a new competition featuring a written exam and a jury composed of different individuals than those involved in the previous process.
