In July 2026, the Network of National Anti-Corruption Institutions in West Africa (NACIWA) adopted the Abuja Leadership Declaration at the ECOWAS Commission headquarters. This declaration commits fourteen member agencies to operational independence, regional cooperation, and the responsible use of artificial intelligence to combat transnational corruption. NACIWA also began implementing a regional protocol to facilitate cross-border investigations, intelligence sharing, and asset recovery. Following these regional developments, Senegal’s Office National de Lutte contre la Corruption (OFNAC) launched a public asset declaration registry under Law No. 2025-13. The registry provides a digital platform for citizens and observers to monitor whether high-ranking officials—including those in the Presidency, National Assembly, and various ministries—have fulfilled their legal obligations to declare assets. On August 11, 2026, OFNAC released data from the registry showing that 1,328 out of 3,023 required individuals, or approximately 43.9%, are currently non-compliant. The system includes mechanisms Ministry of Economy, Planning, and Finance recorded the highest number of defaulters with 247 cases, followed by the Ministry of Armed Forces with 143. In contrast, the executive branch, the Constitutional Council, and the Supreme Court achieved 100% compliance. Within the Presidency and National Assembly, several high-ranking officials were flagged for public reporting failing to declare assets, including a special envoy to the President and whistleblowing while maintaining data confidentiality. the head of presidential protocol, though President Ousmane Sonko and several ministers were noted as having fulfilled their obligations. OFNAC stated this publication is the first step in a verification process that will include auditing bank accounts and real estate holdings.
