The Pelican Court housing project in Antigua and Barbuda, a climate-resilient development intended to replace the former Booby Alley community, has transitioned from the planning and allocation phase to official handover. Initially, the government focused on finalizing administrative arrangements, including unit allocation models and compensation strategies for former property owners. The EC$50 million project, funded by a grant from the People’s Republic of China, aimed to provide housing for over 300 former residents, with target occupancy set for January 2027. Following the completion of the nine-building development, the project was officially handed over to the government. Prime Minister Gaston Browne noted that residents are expected to begin moving in by January once landscaping and utility installations are finalized. During the handover, Chinese Ambassador Zhang Wei described the project as a “gift to the people of Antigua and Barbuda” ahead of the nation’s 45th anniversary of independence. In the official handover of the 150-unit condominium development located in the Point community, Chinese Ambassador Jiang Wei expressed China’s willingness to undertake further public welfare initiatives to support the country’s development. Housing Minister Maria Browne characterized China as a “dependable partner,” noting that the grant-funded project demonstrates a relationship built on reliability and respect. She emphasized that the partnership is reciprocal, citing the country’s commitment to the One-China policy and the benefits provided by Chinese assistance in infrastructure sectors such as ports and airports.
