The management of Argentina’s 35 airport terminals has undergone significant legal and contractual scrutiny. Initially, a report from the Auditoría General de la Nación (AGN) identified serious irregularities regarding a 2020 contract extension that moved the concession end date from 2028 to 2038. The AGN noted that this extension bypassed mandatory legal steps and lacked necessary oversight, raising concerns about transparency and the independence of the National Airport System Regulatory Agency (ORSNA). Following these legal challenges, the Argentine government ~~reached~~ formalized a new agreement ~~with~~ via Administrative Decision 27/26, extending the concession for Aeropuertos Argentina 2000 (AA2000) ~~to extend the concession~~ until February 13, 2049. This renegotiation aims to restore the economic-financial balance of the contract, which was disrupted by the COVID-19 pandemic. Under the new terms, AA2000, controlled by Eduardo Eurnekian’s Corporación América, must commit to US$ 600 million in additional direct infrastructure ~~investments.~~ investments, including potential projects such as a new international arrivals terminal at Ezeiza International Airport. To maintain the agreement, the company must complete 75% of the planned works by December 31, 2031. The deal also requires AA2000 to drop a pending lawsuit against the State and establishes a reference Internal Rate of Return (IRR) of 14.3%. Furthermore, the contract includes a provision where the concession could be extended further until 2056 if specific conditions are met, including the submission of an international audit report by June 30, 2027, proving the availability of funds. To maintain impartiality, President Javier Milei recused himself from the decision-making process due to previous professional ties to Corporación América.
