Argentina biofuels law reform debate

Overview

The Argentine Chamber of Deputies is debating a reform of Law No. 27.640, which proposes increasing mandatory biofuel blending requirements. The legislation seeks to raise biodiesel blending from 7.5% to 10% and bioethanol from 12% to 15% within one year of enactment.

The debate has revealed a divide between different industrial sectors. Proponents, including the Association of Maize and Sorghum of Argentina (Maizar) and stakeholders in the province of Córdoba, view the reform as a way to boost local industrialization, energy sovereignty, and job creation. Córdoba is a central player, producing roughly 70% of the nation’s corn-based bioethanol.

Conversely, the Chamber of Regional Small and Medium-Sized Biofuel Companies (CEPREB) has expressed significant concern. CEPREB President Federico Martelli warned that the current draft could threaten the survival of 25 plants and thousands of jobs by favoring large integrated oilseed companies. The group argues the bill may lead to market concentration rather than encouraging new investment, and has proposed technical alternatives to protect regional producers in provinces such as Buenos Aires, La Pampa, Entre Ríos, and San Luis.
