Overview

The Central Bank of the Argentine Republic (BCRA) is implementing a new mechanism called ‘Cobro con Transferencia’ (CCT), effective August 31, to address rising loan delinquency rates affecting approximately six million people. Established via Communication ‘A’ 8406, the system enables ‘cross-debiting,’ allowing financial institutions and fintech companies to collect fixed loan installments directly from a client’s linked bank account or digital wallet, even if held at a different institution.

The regulation includes several consumer protections. Borrowers must provide explicit, one-time authorization that can be revoked at any time. To prevent over-indebtedness, monthly payments are capped at 30% of the borrower’s income at the time the credit was originated. Creditors are required to provide electronic notification one business day before a debit attempt. Collection efforts are limited to one initial attempt and a maximum of two reattempts at 48-hour and 96-hour intervals.

This system replaces the previous DEBIN method, which was noted as being “prone to fraud.” While the system aims to streamline collections, debits are restricted to the specific account where the loan funds were originally deposited. The mechanism cannot access funds in investment accounts, dollar-based MEP investments, or cryptocurrency wallets.

Recent data from Consultora 1816 highlights the urgency of the measure, noting that household delinquency rose to 12.94% in July, while corporate delinquency reached 3.61%. This trend is attributed to a reduction in real credit balances and a loss of purchasing power among families. As the tool becomes operational, some banking sources suggest its initial impact on the overall delinquency landscape may be limited, with some financial institutions expressing concerns regarding technical implementation and the practical scope of the new rules.
