Argentina intergovernmental fiscal transfers – July 2026

Early 2026 a consultancy report showed that real‑term funding from the Buenos Aires provincial government to its 135 municipalities fell 2.14% between January and May, despite a 23.5% nominal increase that was erased by 33.2% inflation; only 33 municipalities recorded any real gain. By contrast, data for July 2025 indicated a 7.5% real rise in total automatic federal coparticipation transfers to the 24 provinces and the Autonomous City of Buenos Aires, driven mainly by higher income‑tax collections while VAT contributions slipped slightly.

In July 2026 the picture shifted sharply for provincial financing: discretionary transfers to the provinces plunged 68.6% in real terms year‑on‑year—the lowest July level since 2005—and fell 62.8% cumulatively over the first seven months. Total discretionary payments amounted to $98.6 billion, heavily concentrated in Buenos Aires, La Pampa and Santa Fe, with several provinces receiving less than 0.3% of the total. At the same time, automatic coparticipation transfers rose 7.5% real to $7.25 trillion, powered by a 19.9% real increase in the income‑tax component, while VAT was essentially flat. Provinces such as Catamarca, Salta, Tierra del Fuego and San Luis posted the strongest gains, whereas Buenos Aires and Tucumán saw the smallest.

National tax collection in July rose nominally 35.1% year‑on‑year, translating to a modest 1.2% real increase after inflation, largely due to a calendar shift that moved income‑tax payments into the month. Over the January‑July period, total revenue remains about 4.6% below the previous year in real terms, reflecting declines in agricultural retentions and import duties. Together, these developments illustrate a deepening squeeze on discretionary intergovernmental funding amid persistent inflation, while automatic federal‑to‑provincial transfers continue to expand on the back of stronger tax receipts.
