The severe weather pattern in Argentina, Uruguay, and Bolivia has continued through late August, escalating into a climate emergency in Bolivia. Intense snowfall and extreme temperatures have impacted departments including Potosí, La Paz, Oruro, Cochabamba, Chuquisaca, and Tarija. In Potosí, authorities declared a climate emergency to address the needs of affected families and the threat to livestock. Approximately 78,700 camelids and sheep are at risk due to frozen soil and lost grazing lands. In the Oruro department, the crisis has intensified. In Toledo, officials confirmed the death of sheep offspring, a situation worsened by a pre-existing drought and attacks from packs of dogs. In Curahuara de Carangas, intense snowfall starting August 23 caused camelid mortality. The Association of Municipalities of Oruro (Amdeor) is currently gathering data as storm conditions are expected to persist. Recent reports indicate the livestock crisis is deepening. In Potosí’s Sud Lípez province, producers report that between 50% and 60% of livestock has been affected as heavy snow prevents feeding. In Oruro’s Turco municipality, the Municipal Council declared a natural disaster in the Chachacomani district following the deaths of dozens of llamas, alpacas, and sheep. Local producers noted that fox attacks have also targeted weakened animals. Transportation remains heavily disrupted. The Administradora Boliviana de Carreteras (ABC) reported road closures in several departments, where fuel shortages have complicated clearing efforts. At the Chile-Argentina border, the Jama International Pass has implemented a controlled opening using convoys of 100 trucks to alleviate congestion, though whiteout winds and snow maintain restrictions. The Pino Hachado Pass remains closed due to ice, leaving approximately 100 trucks waiting in Las Lajas. Humanitarian relief efforts have since been launched in Potosí.
