Argentine rural employment regulation dispute
Overview
The Union of Argentine Rural Workers and Stevedores (UATRE) has warned that approximately 120,000 rural jobs are at risk following the expiration of Decree 514/2021 on September 1. This regulation previously allowed for compatibility between temporary rural employment and the receipt of social assistance programs.
UATRE Secretary General José Voytenco has called for an urgent response from the national government, specifically addressing Minister of Human Capital Sandra Pettovello. The union argues that the expiration of the measure prevents seasonal workers from accessing formal employment without losing their social safety nets, which may discourage labor registration and disrupt regional agricultural economies.
Following the expiration, the National Registry of Rural Workers and Employers (Renatre) joined UATRE in requesting that the Ministry of Human Capital extend the decree. The registry and the union highlighted that the decree provides a special regime ensuring that the Family Allowance (SUAF) remains equivalent to the Universal Child Allowance (AUH). Without an extension, workers face a significant reduction in benefits; for instance, the current benefit for a child under the special regime is $154,031, compared to a general rate of $77,025.
Renatre President Abel Guerrieri and Voytenco emphasized that maintaining this regime is essential to protect families during seasonal productive cycles and to ensure compatibility with the ‘Tarjeta Alimentar’ food assistance program. Despite formal requests sent to the Ministry in August, the administration of President Javier Milei has not yet issued a response or a new decree.
