Armenia-Azerbaijan peace negotiations and territorial issues
Overview
Armenian Prime Minister Nikol Pashinyan has proposed a territorial exchange with Azerbaijan to resolve long-standing enclave and exclave issues. The proposal suggests swapping four small Azerbaijani exclaves within Armenian territory for the Armenian exclave of Artsvashen located inside Azerbaijan, aiming to establish a continuous border. Azerbaijan has not yet confirmed interest in this plan.
Parallel to territorial discussions, a diplomatic deadlock has emerged regarding a formal peace treaty. Azerbaijan has demanded that Armenia amend its constitution to remove references to the reunification of Armenia and Nagorno-Karabakh. Because the ruling Civil Contract party lacks the two-thirds majority required for a constitutional referendum, Pashinyan has not ruled out calling snap elections to seek a new mandate and achieve the necessary majority.
