Tensions have escalated between Armenia and the Eurasian Economic Union (EAEU) as Yerevan moves toward formal European integration. In early August, Prime Minister Nikol Pashinyan addressed the Eurasian Intergovernmental Council in Kyrgyzstan, stating that a referendum to choose between the EAEU and the European Union (EU) is currently impossible. He argued that such a vote is premature because full EU membership requires candidate status, institutional preparation, and consent from EU member states. Pashinyan urged the EAEU to improve its own competitiveness rather than opposing Armenia’s sovereign right to diversify its foreign relations. By mid-August, Russia intensified pressure, calling for Armenia to hold a national referendum by December 2026 to decide its geopolitical direction. Russian Deputy Foreign Minister Mikhail Galuzin warned that if Armenia does not respond, EAEU leaders will consider “appropriate further joint steps” regarding Armenia’s membership during their December meeting. In late August, Pashinyan announced that Armenia intends to soon initiate the official process of joining the EU. He reiterated that a referendum should only follow an official application and the establishment of a potential accession roadmap. This shift coincides with Armenia’s ongoing efforts to distance itself from Russian-led structures, including its decision to freeze involvement in the Collective Security Treaty Organization (CSTO) due to the alliance’s failure to fulfill its obligations. Pashinyan stated that Armenia has no plans to reactivate its participation in the CSTO over the next five years. By August 24, the Kremlin intensified its opposition. Spokesman Dmitry Peskov warned that EU and EAEU standards are “incompatible,” citing Turkey’s stalled EU accession as a cautionary example.
