Armenian agricultural trade diversification

Overview

Following Russian trade restrictions on Armenian fruit and vegetable imports, which affected an estimated $700 million in annual trade, the Armenian government approved $14.6 million in agricultural export subsidies to help producers find new markets. While the EU provided 52 million euros in aid, local producers initially expressed skepticism regarding high transport costs and strict food safety standards.

In response to the economic disruption, the European Union Council agreed to temporary trade liberalization measures for Armenian products. This regulation, intended to remain in effect for two years, allows for the liberalization of approximately 80% of Armenia’s total exports to the EU, including nearly 99% of fresh fruit, vegetables, and plants. This move aims to provide critical market access for agricultural goods, beverages, and spirits following the disruption of export and transit routes caused by Russian measures.

Armenia continues to challenge Russian import barriers by filing a formal complaint with the Eurasian Economic Commission. Deputy Minister of Economy Tigran Gasparyan has stated that restrictions on goods such as flowers, tomatoes, cucumbers, fish, and dairy products violate EAEU treaty provisions. Armenian authorities are currently utilizing the EAEU toolkit to seek the removal of these barriers. The review process for this formal complaint is expected to take between 60 and 90 days.

To further diversify markets, the Eurasian Economic Union (EAEU) and Indonesia signed a free trade agreement in Saint Petersburg. The agreement aims to reduce tariff and non-tariff barriers, covering customs regulations and sanitary measures. Specific concessions for Armenian exports include reducing duties on mineral water, canned fruits and vegetables, and fruit juices to 0%, while reducing duties on jams by 50%.
