The tunnel-boring machine for Athens Metro Line 4 remains stopped after ground movements in the Kypseli neighbourhood caused cracks and subsidence in dozens of apartments. Geology expert Prof. Efthymios Lekkas and Deputy Minister of Infrastructure Nikos Takhaios have repeatedly affirmed that the damage does not compromise the static integrity of the affected buildings, but they stress that continuous geotechnical monitoring is essential. Real-time surveys and detailed investigations are ongoing, and the contractor is obliged to fund all repairs. On 21 July the municipality announced it will cover fees for two independent experts—a metallurgical engineer and a civil engineer chosen by residents—to assess the damage, and arranged psychological support for affected families. At the City Council meeting on 29 July the council voted unanimously to fund the independent experts and a legal adviser, to demand full project studies from the national government and Elliniko Metro, and to order static-capacity checks by the Technical Chamber of Greece where needed. Since that meeting, engineers from the Technical Chamber of Greece have begun on-site inspections of the damaged apartment blocks to determine the cause of the ground movements. By late August, Attiko Metro delivered initial data to the Municipality regarding 14 specific buildings. Following this, Deputy Minister Nikos Tachiaos provided assurances to the Greek Parliament, stating that “no resident will bear the cost of repairs” because the contractor is contractually obligated to cover all restoration expenses. Tachiaos emphasized that TBM operations will not resume until residents are fully informed and safety measures are guaranteed. On 3 October, residents held a mass protest and march to demand safety, transparency, and the suspension of tunnel work until repairs are finished. During the protest, Athens Mayor Harris Doukas noted that at least 14 apartment buildings have confirmed serious problems.
