Australian NDIS reform and fraud crackdown

Overview

In May 2026 the Australian government announced a sweeping reform of the National Disability Insurance Scheme (NDIS) that would cut A$37.8 billion over four years, tighten eligibility and reduce community‑participation budgets. Critics warned the changes could jeopardise support for people with disabilities, especially women carers, and warned of possible losses of up to 240,000 participants by 2028.

June saw a second phase of tighter reassessment rules and evidence requirements, with advocacy groups forecasting the participant pool could fall to around 598,000 by 2030/31. A Senate inquiry highlighted gender‑equity risks and was delayed, prompting accusations of a rushed process.

July brought a parliamentary report identifying roughly A$3.7 billion – about 8 % of NDIS payments – as affected by integrity leakage. The report recommended twelve anti‑fraud measures, including a worker registration system, stronger whistle‑blower protections and tighter controls on kickbacks. It also noted that about 92 % of providers are currently unregistered, limiting regulator oversight. A comprehensive participant guide was released to help users navigate eligibility, planning and provider selection.

Later in July the government signalled plans to remove more than 100,000 participants to meet cost‑saving targets. After a deal with the Greens, implementation was delayed to at least August. The NDIA reported rejecting over 8,000 fraudulent or non‑delivered service claims worth A$19 million and refusing 4,000 plan‑management claims. New legislation will give authorities power to intervene in the A$8 billion plan‑manager market, require participants to use approved providers and impose tougher penalties for offences.
