Australian local government funding challenges

Overview

Local government entities in Australia are facing significant financial pressures driven by changes to funding models and infrastructure costs.

In Cabonne, the council reported a $21 million budget shortfall, presenting residents with a choice between service reductions in areas such as libraries, childcare, and swimming pools, or increased rates. Mayor Kevin Beatty attributed these difficulties to rising infrastructure costs and a decline in Financial Assistance Grants from federal and state governments.

In New South Wales, four major councils—Newcastle, Lake Macquarie, Central Coast, and Mid Coast—are urging the state government to pause proposed changes to the 2027 Financial Assistance Grants. These councils warn that the cumulative funding loss over the next decade could total nearly $500 million, with more than $33 million potentially diverted from their communities in the coming year alone.

The Local Government Grants Commission (LGGC) intends to reallocate funds toward councils with residents who have less capacity to pay higher rates. Specific impacts include Newcastle potentially seeing its annual funding of approximately $15.5 million more than halve, and Lake Macquarie facing an estimated $85 million reduction over ten years.

MidCoast Council general manager Adrian Panuccio stated that a projected $5 million annual reduction cannot be absorbed without reducing services or increasing costs, noting the council is already managing significant infrastructure needs, including an estimated $320 million in damage to roads and bridges. The LGGC is currently conducting stakeholder consultations regarding the new methodology.
