Austrian Insolvency Wage Guarantee Fund deficit

Overview

The Austrian Insolvency Wage Guarantee Fund (IEF) is facing a significant funding gap. An Austrian Court of Audit report indicates that previous reductions in employer contribution rates have depleted the fund’s reserves, potentially requiring rate hikes in 2027 or 2028 to secure employee claims like wages and severance.

The Court of Audit also noted risks regarding misaligned incentives, such as the potential exploitation of unverified overtime claims. In response to these findings, the Austrian Trade Union Federation (ÖGB) has rejected proposals to reduce worker benefits, arguing instead that employer contributions must increase to protect earned wages.

Further analysis by the Austrian Chamber of Labour (AK) attributes the structural deficit to a 2022 decision that halved employer contributions from 0.2 percent to 0.1 percent. This move has resulted in an estimated cumulative loss of nearly one billion euros from reserves since 2022. With projected shortfalls of approximately 190 million euros for 2025 and 160 million euros for 2027, the AK and the Court of Audit have suggested a contribution increase of 0.1 percent to stabilize the fund.
