Vice-Mayor Bettina Emmerling criticized the Justice Ministry for slow progress and called for nationwide regulations to expedite the placement of intensive juvenile offenders. Constitutional jurist Heinz Mayer challenged the facility’s legal foundation, arguing that the Heimaufenthaltsgesetz typically requires a minimum capacity of three places, whereas this unit accommodates only two.
