Austrian medical workforce and healthcare system shifts

Austria is facing significant structural challenges within its medical workforce. Data from the Austrian Medical Chamber indicates that approximately 18,346 physicians are expected to reach retirement age within the next decade, necessitating roughly 1,836 new doctors annually to maintain current service levels. While the total number of physicians has risen, there is a declining share of general practitioners and acute vacancies in rural areas, as well as in specialties such as gynecology and dermatology. This shortage is exacerbated by the migration of newly qualified doctors to Germany, Switzerland, or the private sector.

In response to these shifts, the number of elective doctors (Wahlärzte) has doubled. While critics argue these doctors primarily serve wealthy or privately insured patients, they are increasingly viewed as a necessity to prevent the collapse of outpatient care. As the number of contracted public health insurance doctors remains stagnant, patients face longer wait times and shorter consultations, sometimes referred to as ‘three-minute medicine’. Consequently, approximately 40 percent of the population now holds additional private insurance, and even those without private coverage are increasingly seeking elective doctors to secure faster and more detailed medical consultations.
