Austrian pension system reform discussions
Overview
The Austrian pension landscape has seen recent legislative action and academic proposals aimed at increasing retirement savings options and addressing demographic challenges.
In September 2026, the Austrian National Council passed a reform set to expand occupational retirement options starting in 2028. This reform introduces the Vorsorge-Veranlagungsgemeinschaft (VVG), a new investment community for ‘Abfertigung NEU’ designed to offer higher long-term return potential through flexible investment principles without a capital guarantee. The reform also enables the voluntary transfer of assets into lifelong supplementary pensions and introduces tax improvements.
Following this, the Austrian Institute of Economic Research (WIFO) proposed a more fundamental overhaul to address vulnerabilities caused by demographic shifts and economic fluctuations. WIFO suggested integrating a capital-accumulation model, potentially investing a portion of employee premiums into capital markets to build long-term reserves. Experts cited in a WIFO study suggested that a capital-based component could ideally comprise 50% to 70% of pension security, pointing to models like Sweden’s as a potential reference.
