The Austrian housing market continues to face significant supply and cost challenges. In Vienna, a substantial shortfall in residential units is projected for 2026. Michael Pisecky, spokesperson for the Chamber of Commerce Vienna’s real estate group, estimates that only 8,000 of the 12,600 units planned for that year may be completed, resulting in a deficit of at least 4,000 apartments. This shortage is driven by rising interest rates, increased costs, regulatory hurdles, and a lack of planning security. The construction sector has experienced a four-year decline, including a 5.9 percent decrease in 2024, with construction investments not expected to grow until 2027. While broader residential property prices reached their highest levels since 2010—increasing by 3.9 percent in the first half of 2026—existing properties have seen higher price increases than new builds. Buyers are increasingly seeking more affordable options outside the capital. For instance, properties in the Melk district can be up to 61 percent cheaper than those in Vienna. Recent analysis suggests that buyers looking in areas surrounding Vienna may find significant savings, with potential price advantages reaching up to 280,000 euros. Meanwhile, regional efforts to address specific needs continue, such as in Villach, where a collaboration between the city, Carinthia state, and CU Carinthia University of Applied Sciences aims to create approximately 100 new student beds through the renovation of the former Hotel Europa—providing 34 student accommodations and 34 subsidized rental apartments—and a new 40-bed facility in Gerbergasse.
