Social Minister Korinna Schumann (SPÖ) has drafted a nationwide reorganization of social assistance in Austria, known as ‘Sozialhilfe NEU’. The proposal remains subject to approval from federal states and coalition partners ÖVP and Neos. A key component is the ‘Teilhabekarte’ (participation card), providing children from impoverished households 300 euros annually for leisure and culture. This replaces previous proposals for a 700-euro monthly basic child security. The FPÖ has criticized the plan as a ‘political failure’ and a ‘bureaucratic monster’ that could lead to abuse. Additionally, the ÖVP has criticized the draft for not being strict enough to prevent a ‘magnet effect’ in Vienna. Social welfare organizations Caritas and Volkshilfe have voiced strong opposition. Caritas President Nora Tödtling-Musenbichler warned against a ‘downward leveling’ of support, noting that social assistance is a final safety net. Volkshilfe Director Fenninger stated the reform would ‘spectacularly miss’ the goal of halving child poverty by 2030. In October, the governing coalition reached an agreement on a significant restructuring. The reform introduces a tiered support model for children where monthly payments decrease as the number of children in a household increases; for instance, the first child receives approximately 307.47 euros, while the fifth child and beyond receive 147.59 euros. For able-bodied recipients, a three-stage model will enforce stricter integration requirements and sanctions. Asylum seekers will receive a base amount of 861 euros, potentially increasing to 1,230 euros upon completing training. Chancellor Christian Stocker has characterized the draft as a ‘paradigm shift’ intended to move away from unconditional benefits people ‘from the park bench to the workbench’ by linking payments to labor market participation. Under the proposal, able-bodied citizens would receive an initial base amount of 1,016 euros. Building on this, the government has introduced a draft for the Integration Obligation Act (Integrationspflichtgesetz), scheduled to take effect on January 1, 2027.
