Automotive Administrative and regulatory developments in Bosnia and Herz Hez
In Bosnia and Herzegovina, administrative and regulatory focus has been placed on traffic and vehicle-related matters. Initial reports highlighted specific radar speed control schedules across several municipalities, including Vitez, Travnik, and Kiseljak, to enforce speed limits. Subsequent data revealed broader trends in the automotive sector, noting that while Volkswagen remains the dominant brand, there has been a decline in vehicle imports. Additionally, enforcement challenges were identified by IDDEEA, which reported over 219,000 unpaid misdemeanor fines totaling more than 30.6 million KM. Recent administrative shifts include the Government of the Federation of Bosnia and Herzegovina approving draft laws to grant city status to Sanski Most, Velika Kladuša, and Kiseljak. These proposals, prepared by the Federal Ministry of Justice, will undergo an accelerated parliamentary process to define governing bodies and election methods for the new cities. The decision drew criticism from Travnik Mayor Kenan Dautović, who stated that the exclusion of Travnik—despite a prior municipal initiative for city status—“humiliates the citizens of Travnik.” Parallel to these territorial changes, the Federation government approved amendments to the Factoring Law. The legislative changes aim to increase legal certainty and improve liquidity for small and medium-sized enterprises by encouraging factoring companies to operate beyond a traditional banking-only model.
