Azerbaijan banking and credit regulation updates

Overview

The Central Bank of Azerbaijan has implemented several new regulatory measures affecting consumer loans and credit risk management. In late September, the bank introduced rules for remote consumer loans, allowing customers to request restrictions on remote processing or credit limit increases. Additionally, the bank mandated delays in fund disbursement for remote loans based on the amount requested. In October, further regulations were introduced to manage credit risk, including removing the 20 percent threshold for determining financial difficulty for non-bank credit organizations and preventing banks from bypassing credit limits via debt write-offs. Separately, the Mortgage and Credit Guarantee Fund introduced changes to mortgage lending to increase transparency and implement biometric facial recognition.

In late October, Governor Taleh Kazimov announced measures to manage liquidity and tighten non-bank lending. The Central Bank expects to purchase approximately $1 billion in foreign currency during the final two months of the year, having already purchased $3.6 billion so far this year. To stimulate the interbank money market, the interest rate paid to banks for attracting funds was reduced to 5 percent in September. Regarding non-bank credit organizations, Kazimov signaled upcoming tightening of regulations for high-interest, short-term daily lending, intending to gradually lower the ceiling on maximum income from interest, commissions, and fees to prevent excessive household debt.

Additionally, Azerbaijan is set to implement a new insurance product to cover credit risks stemming from unemployment. Prepared by the Central Bank, this initiative would allow insurance companies to cover outstanding debt if a borrower loses their job due to circumstances beyond their control. While potentially mandatory for certain loans, the insurance is expected to remain voluntary for consumer credits.
