During Baku Climate Action Week, international leaders and regional officials focused on transitioning from climate negotiations to the implementation of tangible projects and securing necessary finance. COP29 President Mukhtar Babayev warned that climate disasters could weaken vulnerable economies, while Azerbaijani Deputy Foreign Minister Yalchin Rafiyev noted that achieving climate goals requires significant implementation finance, targeting at least $300 billion annually by 2035. Regional cooperation was a central theme, specifically regarding the Caspian Sea. The UN Office for Project Services (UNOPS) is working to establish a unified monitoring system for the five Caspian Sea littoral states—Azerbaijan, Kazakhstan, Turkmenistan, Russia, and Iran—to address rising sea levels. Azerbaijan and Türkiye have also emphasized strengthening their bilateral climate cooperation. As the week progressed from September 7 to 11, discussions expanded to include climate resilience, energy transition, and cultural preservation. Sessions addressed the role of subnational entities in implementing commitments and the importance of sustainable energy centers for innovation. One session focused on preserving biodiversity and cultural heritage within Turkic civilization, while others explored green and digital models for social services via Azerbaijan’s DOST centers. Representing developing nations, Cuban Ambassador Carlos Valdés emphasized Cuba’s commitment to adaptation and resilience. He noted that the challenges of securing climate finance and technology are further complicated for nations facing economic and energy blockades. During the summit, the Cuban delegation specifically highlighted how the economic and energy blockade imposed by the United States complicates the island’s ability to respond to extreme weather events and strengthen essential infrastructure in sectors such as water, agriculture, and health.
