Balkan nations are moving to implement regulatory frameworks for screening foreign direct investments (FDI) to protect national security and strategic interests.

In North Macedonia, the Assembly advanced a legislative proposal to establish a national screening mechanism. The proposed law would require government approval for foreign investments involving at least 10 percent of basic capital or voting rights, or amounts exceeding 50,000 euros, in critical infrastructure or specific sectors. The Ministry of Foreign Affairs and Foreign Trade would oversee the process in consultation with various national institutions.

Similarly, Albania has implemented a mandatory pre-closing notification mechanism for FDI in strategic sectors, modeled after European Union frameworks. While standard regulated sectors like energy, banking, and telecommunications trigger reviews at a 25 percent stake, exceptionally sensitive areas—including defense, 5G networks, and critical digital infrastructure—require mandatory review at a lower threshold of 10 percent ownership.
