Balkan utility and infrastructure disruptions
Overview
Multiple regions in Montenegro, Bosnia and Herzegovina, Croatia, and Serbia have experienced various utility and infrastructure disruptions.
Initial reports focused on scheduled electricity outages intended for network maintenance and modernization. These outages affected several municipalities in Montenegro, including Podgorica and Nikšić, as well as various neighborhoods in Sarajevo, Bosnia and Herzegovina, and several locations in Croatia.
Subsequent reports indicate a broader range of disruptions. In Bosnia and Herzegovina, residents reported road damage in Banja Luka alongside scheduled power outages in Sarajevo, Srebrenik, and Sapna. Montenegro has seen traffic changes and temporary closures due to road maintenance and bridge reconstructions, including work on the Đurđevića Tara bridge. In Croatia, maintenance on tunnel ventilation systems led to A1 motorway closures, while high winds caused additional closures on the A1 motorway and the Paški bridge.
New scheduled maintenance has expanded across the region. In Montenegro, CEDIS announced planned electricity outages for late October across municipalities including Tuzi, Cetinje, Ulcinj, Budva, Bar, Herceg Novi, Mojkovac, and Kolašin, with further shutdowns reported for Podgorica, Nikšić, and Plužine. In Bosnia and Herzegovina, Elektroprivreda BiH scheduled outages for late October and early November affecting 18 municipalities, including Zenica and Cazin. Additionally, ViK Sarajevo scheduled water pressure reductions in the Sarajevo Canton to stabilize the system.
In Croatia, HEP announced outages in Split, Podstrana, and Zagreb, with Siget and Trnsko residents facing interruptions of up to eight hours. In Serbia, Elektrodistribucija Srbije and local providers in Pančevo reported network works affecting Čačak, Gornji Milanovac, Bajina Bašta, and several settlements, with some outages impacting schools and bus services.
